First organized in 1930 by Whidbey Island businesses as a way to draw tourists, Native American canoe racers played a key role in the festivities from day one. The modern festival, held each May, celebrates traditional Native American culture and traditions with emphasis on education and the importance of environmental resources as it relates to native traditions. The festival is organized by the communities of Coupeville, South Whidbey, as well as organizations including the Orca Network, Beachwatchers, Central Whidbey Chamber of Commerce, Skagit Valley College, and the Island County Historical Society. Representatives of area native tribes are also involved in planning.
